Clarifying organizational roles and responsibilities concerning Mr. Paulin's duties.

To: [illegible stamp] PARIS Sr24/Dn29.8.39 re Mr Paulin. --------- I have just received translation of a letter from Mr Paulin dated 25th August, and can only express surprise at its contents. On one or two occasions already I have been the object of comments concerning the utilisation of Mr Paulin's time, which comments I consider were unjustified in both cases. I wish to make it quite clear that the matters referred to in Mr Paulin's letter are ones which concern my organisation, of which "EWP{Mr Punt}" is in charge. It will only create difficulties, and disorganise our side of the business if Mr Paulin takes upon himself to deal with these matters. Punt has received instructions that he is to handle all matters concerning the standard cars, as well as those relating to accessories to be supplied for the streamlined cars, and that all questions dealing with constructional matters pertaining to the streamlined cars are to be attended to by Mr Paulin and Mr Chauvieres of Messrs Vanvooren. It would be as well, in my opinion, if you could make it perfectly clear in a memo to Mr Paulin, where his activities start and finish, as we nearly got into difficulties in this respect after the Chateauroux crash. I am in complete agreement with you when you state that Mr Paulin has sufficient work to tackle without being bothered with routine detail work, which we are here to handle, and feel perfectly capable of handling. In conclusion I can only add that I should not like this memo to be misinterpreted, as we are all on the very best of terms with Mr Paulin, but the time seems to have come when a dividing line must be drawn.
