Reading is unaffected by temperature.
Reading is either 21.0 or 22.0 (won't stay between) at 600 r.p.m.
Reading is consistently
43.9 m.p.h. at 1200 r.p.m.
To be correct instrument should read 42.5 m.p.h. at 1200 r.p.m., so it is 3% high.
