To Mr. Hives regarding compliance with the National Insurance Acts for new employees under 16.

National Insurance Acts 1911-24. X1775 D/ETA to Mr.Hives. 8th.October 1925. Several cases having recently come under notice, where our rule has not been carried out with regard to all new employees attending at the National Insurance Office before commencing their duties (other than those whose remuneration as Non Manual workers exceeds the required limit of £250 per year) . We should be glad if you will issue instructions to your Departments, so that the rule referred to above is strictly observed, particularly in cases of boys and girls under 16 years of age. This arrangement is necessary in order to comply with the obligation imposed on Employers to keep age records so that they may advise the juveniles concerned that contributions under the Acts are payable at that time, and instruct them with regard to obtaining the necessary Insurance cards.
