Re: American Co. 61-EF - English Phantom.

With reference to Oy13/R.11.23.27, we shall be glad if you can let us have the clearest possible details of what was done to the chassis by the General Motors Proving Grounds to increase the speed from 74 to 85 m.p.h. and how the timing was done and whether your representative was in any way able to check that the speeds mentioned were correct.

I should also be glad of details as to in what way this car or chassis was delivered from this country in a faulty condition as we are anxious to overcome these troubles in future.
