Referring to your Rm.{William Robotham - Chief Engineer}2/ET.22.9.41 and my letter to Mr. Ward of the 26th September, I enclose copy of his reply. I called there when I was in London on Wednesday afternoon, and there is little doubt that they have very considerable difficulties in carrying out any body work whatsoever. Not only is there reluctance on the part of the men to work on non-war work, but there is also the fact that - as mentioned in his letter - they are very closely watched by the labour people.
