This would appear to indicate a lack of power of the governor control over the throttle, and to be primarily due to friction effects.
It is considered that we are justified in expecting that the control afforded by the governor, and the freedom from exhaust explosions and popping in the New PhantomCodename for PHANTOM I should be not worse than in the Silver Ghost, and it is desired to attain this.
