alarm. On the other hand, when a change is made we can judge very quickly of the Agent's technical knowledge and liability to error, but personally I am very much afraid that it will be a very difficult matter to judge whether their knowledge and ability as regards patent law is adequate.

I therefore recommend that we do nothing hurridly in this matter, but that we ask Messrs Marks & Clerk whether they can supply us with reports of cases they have dealt with, and any other information which will enable us to judge their ability as Patent Agents.

From time to time I have expressed the opinion that Messrs Philipss are not all that could be desired, but in thinking the matter over very carefully I think it would be unwise to change until we are quite sure of our ground.
