This seems to be a complaint of a rather definite nature for which there is no known cure.
I would refer to DA{Bernard Day - Chassis Design}2/M16.8.30 sending you N.Sch. 3140 showing the locomotive type brake for the front axle in accordance with R's suggestion.
I should be glad to know how far this matter has progressed from the point of view of experimental test.
