It is realised however, that before we get into production that rig tests will be necessary in order to ensure that tappets will function satisfactorily before assembly on the engine, that is to say - valuable investigation work will have to be carried out on the bench in order to determine all the facts before final recommendations are given for the guidance of production.

I trust therefore, everybody will see that we are making ample provision for this job, and that rather than dissipate our money and time - and time is possibly the greatest factor, on improving Phantom II, we should carry out the above investigations to make this job "fool-proof" by the time the SpectreCodename for Phantom III goes into production.
