Any limitations in distribution will probably not prove any particular deterrent so far as use by Government or Naval Authorities is concerned, who frequently make their own arrangements for distribution.

No doubt an important consideration is the fact that apart from the reduced safety factor, an engine designed to operate on safety fuel could in an emergency be run quite satisfactorily on normal petrol of similar octane rating.
