If every piece is to be criticised time and time again by all and sundry, the present chaotic state of affairs is bound to continue. The only obvious way to place D.O. instructions on a reasonable basis is to set up a Committee representing Design, Tool Office and Operation Planning Departments, for the purpose of scrutinising all schemes and details prior to issue and to be invested with full authority to withhold any drawings where it is considered revision is necessary either from the design or production point of view. Obviously, it is too late in the day to deal with Wraith on these lines, but we earnestly recommend that before any steps are taken to instruct details for Bentley III and the Phoenix this proposition should receive very serious consideration.
