METHANOL Replying to your memo Roy{Sir Henry Royce}/GE.A.1/EBL.10.32 we understand that arrangements have been made for storage and that these have the approval of the Commissioner. In order to comply with the bond all that remains is to add T.E.L. to the spirit in the proportion of 4 ccs/gall. We suggest therefore, that when a consignment of spirit is received a representative of the Commissioner witnesses the addition of the T.E.L. in order that all possibility of argument with the Excise authorities may be eliminated.
