Reconsideration of front versus rear shutters for the Phantom II cooling system to aid petrol tank cooling.

It was all arranged on the Experimental Dept's recommendation that the front shutters should be retained as they were the most efficient. It was afterwards re-considered by EJ. and R.{Sir Henry Royce} that it would be better to keep the rear shutters, with the idea that it would help to keep the petrol tank cooler.
