Flywheel damper.

Will you please fit up the damper on 12-G-4 with the stronger driving springs specified in Hs{Lord Ernest Hives - Chair}/Rm{William Robotham - Chief Engineer}2/LG19.7.28. and reduce the damping friction to a load of 7 6/11 lbs. at 17¼" rad. or 10 lbs/ft. friction.
