Re: Abnormal Importation (Customs Duties) Act 1931.

Among the items subject to the 50% ad valorem import duty under this Act are:-

Tools, Engineers and Mechanics.

When you send mechanics abroad it is not unusual for them to take a small kit of tools for their own personal use. In future such tools will be liable to the new duty unless proper arrangements are made when the mechanics leave our shores.

We suggest therefore that forthwith mechanics who are sent abroad with tools in their possession should obtain from the British Customs Officer at the port of embarkation, such document as is necessary for the tools to be re-imported into England free of duty, on the return of the mechanic.

It is just possible that it will be necessary for the mechanic to have an invoice showing details and value of the tools, but we wish to make a test case in order to avoid this additional work if it is not necessary.

Will you please arrange for the next mechanic whom you propose to send abroad to see 'BP' who will give him verbal instructions in the matter.
