contd:- -2- should not pass test. Testing officials must not be lured off the path of their duty by representation from Sales Officials and others that delivery is of prime importance. Quality is of primary importance and delivery must never stand before quality. The officials of the Company should take opportunities as often as possible of riding in repair cars which were made before the War and which are considered good examples of the silkiness and silence which made the reputation of R.R. cars and should refuse to pass for delivery cars which do not promise to have similar silkiness and silence.
