Clarifying the procedure for indicating initials and signing authority on memorandums.

V1775 INDICATING INITIALS TO: EFC. D1/DL2.11.23. I am requested by EJ to send you a copy of his memo as follows :- "With reference to the memorandum you have circulated to heads of departments, please make it clear that if a head of a department is absent or on holiday and any official in his department whose name is not on the list wishes to write a memorandum, his name should be written in full at the bottom of the memorandum. "When the head of a department is present, there is no objection to one of his assistants (if approved by the head of the department) sending memoranda, with the initial of the head of the department, followed by the initial of the assistant, such as : "D/L". "When the head of a department is absent, or on holiday, the memorandum should be signed by the official who is writing on behalf of the head of the department, and the memorandum should indicate from whose department the memorandum is sent, such as : "J.Lomas of Mr.DeLooze's Department." "When we receive a memorandum we want to know who is actually responsible for sending that memorandum, and whether it was written in the absence of the head of the department."
