Bailey - Chief Engineer} has dealt with this matter during your absence perhaps you would kindly go through this draft with him. I should be glad to have criticisms, amendments and additions from you and him, so as to make the document as perfect as possible and thus enable us to come to a just conclusion. I think also that the document when complete should be placed before R.{Sir Henry Royce} I am enclosing a second copy which you may like to hand to Hs.{Lord Ernest Hives - Chair} so that he may assist you in completing the document.
