Re - Sub-Contractors.

My impression is that the Air Board have thrown so much responsibility upon us for increased output of engines and spares that all and any of us should give you all the assistance we can in helping to put the work done outside our own factory on the best basis possible.

It is for this reason that I send you the suggestions which we have accumulated here.

Undoubtedly certain temporary measures must be taken which can be readjusted as more perfect arrangements mature.

The following suggestions are of course not novel but appear to be essential items to a successful scheme.

(1) That generally speaking no two contractors should work on the same part.

(2) That we require someone with excellent judgment such as Mr. Willis to go round to the various sub-contractors and examine their plant with the view of allotting a series of pieces according to the tools and capacity of the plant.

(3) It is suggested that this Technical Superintendent of production be supplied with a sufficient number of technical assistants, one of which is located at each of the factories, (of ability proportionate to the importance of the establishment) to work and help to see that his factory is provided with proper equipment and materials, and take the transfer complaints of material or equipment to his chief.

(4) That the technical Superintendent of Production should also be responsible for the capacity and distribution of work in the Derby factory, at
