In order that all people concerned may be given a chance to give attention to items of design, we would be glad if you would send any instructions which call for a new design to the Design Office, and not direct to Rm{William Robotham - Chief Engineer}/HH.

This gives the designer a chance to study the issue, to produce any designs needed, or to instruct Rm{William Robotham - Chief Engineer}/HH. if he considers the work you require can be carried out satisfactory without a scheme from him.
