Condition and potential re-heat treatment of front pivots.

I am satisfied with the pivots F3696/7 and F3372 and 3 are not sufficiently imperfect to justify our changing them from those cars to which they are fitted, providing that we satisfy ourselves that the steel and heat treatment is as perfect as we can make it.
