We are in receipt of your letter of the 10th inst. and note that you do not think that there would be any difficulty in our obtaining a licence to manufacture for our own requirements. With regard to our letter to the Harrison Radiator Corporation, we are enclosing a copy herewith in order that you may have all the facts before you. In this connection there is one point on which you may be able to give us some advance information, and that is, the approximate cost of the necessary plant and the manufacturing licence. Actually we should like to use the Harrison Radiator Core almost immediately, but the final decision on this point is naturally governed by the views of our administration on the cost of the plant and the cost of the manufacturing licence.
