This note is to make it clear that I hold Departmental Heads responsible for the expenditure incurred in their Departments on salaries and wages. The fact that I sign the instructions fixing salaries and wages does not remove the responsibility from the officials concerned if the figure is unduly high. I raise this point because there is no doubt that compared with other firms we are very generous in the salaries we pay, and recently there has been a considerable and disproportionate increase in our salaries bill.
