I feel very strongly that this question of the use of proprietary articles, and inferior materials, which means abandoning our own alloys and possibly other proposals which may come in the direction of cheapening for the sake of cheapening, should be thoroughly aired amongst the officials who hold responsible positions, and are in a position to discuss such matters, and that we should not slide into them little by little as the results of the efforts of any one Department. If we are to go down such a road, I think before we make up our minds the matter should be very fully discussed and a policy agreed upon with our eyes open rather than drifting into a position which later we may regret.
