X.1295 I telegraphed you today in accordance with the attached copy. For some time past, as I believe you are aware, the situation as regards the manufacture of springs has been extremely awkward and Mr. Whitehead has experienced difficulty in retaining Messrs. Woodhead's interest and persuading them to build up their output of our springs aiming at 50 sets per week in the near future. The supply of springs in the past has been from hand to mouth, and generally the situation is such that any action taken now which might, through one cause or another, interrupt delivery from or the general flow of production at Woodheads, would have disastrous results. When I returned from London on wednesday, the 28th. Jan., we gave effect to your telegram instructing us to stop splitting any more springs, and a close enquiry was made into the general position of the supply of springs by Mr. Whitehead, as indicated in the attached copy of telegram sent to you. We are proceeding as rapidly as possible with our tests of road springs and Mr. Hives will immediately issue a preliminary report, but the supply question demands an immediate decision so that we are forced to come to the best conclusion we can on information now available without waiting for the completion of tests on springs which is likely to lead us on for some time.
