I attach a memorandum I propose to send to those mentioned at the top, but it will be necessary for me to write a separate covering note to B., Whr.{Mr Wheeler}, Peat, Sg.{Arthur F. Sidgreaves - MD}, By.{R.W. Bailey - Chief Engineer} and Da.{Bernard Day - Chassis Design}, as it is appreciated that some of these may be unable to reduce their expenses, as 1) We must continue to use our full force in developing sales abroad, and 2) In designing and testing new models at Derby. I propose to issue this early next week, so that the matter may be discussed at the Derby Conference. Before doing so, I shall be glad of your advice as to whether you consider this is an appropriate manner of dealing with the matter. I also attach a memorandum I propose to send to the Conduit Street staff early next week, and you may have some suggestions to make as to how somewhat similar instructions may be issued to departments at Derby. I shall also be glad of your opinion as to whether you consider it desirable that before any official (other than a manager of a department) incurs expense of 3/6d. or 7/- for telephone calls on the Company's behalf, it should be necessary for that official to obtain the initials of the head of his department on a chit, authorising this expenditure. The habit of using the telephone during the past five or six years has developed so easily as to take a good deal to break it and to make every individual think carefully before he takes the receiver up whether the money can be saved.
