Complaints regarding the springing on Phantom II cars, specifically issues with bumping on the rear buffers.

We are getting rather a lot of complaints of Phantom ll cars, bumping on the rear buffers, and although some of these are definitely attributable to either excessive body weight or passenger load, there does appear to be a tendency to spring these cars too lightly. On Phantom 1 cars we have found it possible to run as low as 3¼" buffer clearance without bumping but with the lower rating springs on Phantom ll cars, bumping on the buffers will almost certainly occur if run at the same buffer clearance. The list attached hereto shows those cars on which it has been found necessary to fit stronger rear springs during the past few weeks. A peculiar feature of these springing complaints is that the buffer clearance measured at the coachbuilders before delivery to customers are rarely confirmed by our own measurements after the cars have been in service, and the gross weight of the car is usually 1 cwt. or so more than that given on the Final Report. We also attach hereto springing chart R.D.146, the results obtained from which are consistent with measured buffer clearances.
