Proposal to delete instrument locations on the Smith Patch for the 19-EX car.

We are therefore arranging for there to be no locations on the Smith Patch on 19-EX car. As Smiths are now ready to guarantee their instruments to be correct for the location position as they are now using a special jig for testing them, we suggest that the location should be used until we have had experience of Smiths instruments without locations.
