-4- 8. The official will thereupon authorize expenditure under the above-named headings on the 1st of every month, provided he be satisfied that the expenditure is within the limits. 9. As regards occasional orders for material and supplies, each of these will be subject to the scrutiny of the criticising officer. 10. As regards petty expenditure, the amount of which cannot be accurately estimated, such as travelling expenses, postages, telegrams, small orders for printing and stationery, etc., the head of the department will requisition the criticising officer for permission to spend a certain sum (one-twelfth of the year's expenditure). The criticising officer will not authorise further expenditure until he is satisfied that the rate of expenditure involved by the first [strikethrough] sum is properly within the limit set down by the Administration. 11. It will be seen that under this system, the head of the department, whose time is occupied in technical matters, will be relieved of the necessity of calculating whether his demands are within the limits, although necessarily he will, in his operations, have generally in view, the necessity that the demands should be within limits. 12. It will not be until the criticising officer has refused the demand of the head of the department, that he will be under the necessity of explaining the reason why his demands should be beyond the limits.
