Questioning the delayed requirement for special springs to test rubber shackles on the Phantom III model.

This is the first time I have heard of special springs being necessary but, as pointed out in my memo. of yesterday, we had the information from America not later than last Christmas in regard to this matter so, if special springs are necessary, I cannot imagine why the matter was not dealt with many months ago instead of just now.
