No. 1559 REF: Hmd/L/329.11.23. FRONT BRAKES WITH FLOATING FULCRUM. As instructed in your telegram, we have tested these brakes with the toggle altered from .875" to .5". Also we have increased the lever which operates the toggle to 6". With this arrangement the brakes are effective. It needs considerable pressure in order to lock the front wheels but with reasonable braking pressure the brakes, we estimate, are 80% effective. We find, however, with these leverages and the brakes adjusted so that they come on in the standard position of the foot pedal movement, that there is very little clearance between the brake liners and the drum, it is approx. .010". The brake also feels springy, and one would anticipate that the pedal would not be long before it was on the floor. The braking is quite smooth - there is no sign of jaggers.
