Query about how to overcome noise from 20-HP radiator shutters when fully open at high engine revs.

You have probably heard the noise our Radiator Shutters make when they are fully open and the engine running at 1000 revs. The noise increases with the engine revs., and is caused by the suction of air over the shutter blades producing vibrations when they are set at a certain angle (fully open).
Is there any way of overcoming this?
