Dear Mr. Robotham,

Thank you for your letter of the 20th inst.
I have been studying the problem of an alternative basis of licence fee and it is not as easy as it appears superficially.

I do not know whether there would be any material difference in the price of the different models you might offer, if, for example, they were the same except for one having (say) a 3½ litre engine and the other a 4½ litre engine.

As a tentative proposal however, I attach an alternative scheme in regard to which you would perhaps, be kind enough to let me have your suggestions as to how it would appear likely to fit in with your Company's viewpoint.

If we can individually arrive at something of the sort which appears satisfactory, I will then take steps to get it confirmed by my Board.
