| (17) FACTORY DEPARTMENT MINISTRY OF LABOUR AND NATIONAL SERVICE November, 1940 SIR, I have pleasure in bringing to your notice the scheme for preventing accidents in factories, described in the attached pamphlet. You will observe that it contains a message from the Minister of Labour and National Service, under whose direction the scheme has been inaugurated. I would emphasise the very great importance and urgency under war conditions of the problems here considered, and would recommend to your most serious attention the desirability of taking full advantage of the service now being provided.
