3. DISTRIBUTION OF SERVICE

Works receive service as follows :

Number of Workers. Unitsof Service*.
Up to 400 ... ... 1
401-1,000 ... ... 2
Per additional 1,000 (or part) ... ... add 1
with a maximum of 10 units to any one works.

* One unit of service, as indicated above, consists of 1 copy of this pamphlet, 1 poster a week, 1 copy of the Bulletin a month, and a sample copy of each of the four workers' leaflets.

The amount of service material given free may not be sufficient in all cases to meet the full requirements of an active safety organisation. Additional material can, however, be purchased through the National Safety First Association Incorporated, Terminal House, 52, Grosvenor Gardens, London, S.W.1. Prices of additional material are given on page 8.

PART II.—AN OUTLINE OF WORKS SAFETY ORGANISATION

The mere display of safety posters and the issue of literature to workers is not sufficient, particularly in war-time, to ensure a maximum effort for safety. Care for safety is an intrinsic part of efficient management. It is urged that in factories where Works Safety Committees have not already been set up, and more particularly in those engaged on war work, the early establishment of such committees should be regarded as a matter of primary importance. They can be adapted to the particular needs of the works and thus be able to take full advantage of the services now provided.

The matter which follows is based on principles that are already widely practised. They will be quite familiar to many of the firms that already have safety organisations in being. It is a summary only, and may be supplemented from the various pamphlets that are available. It is intended for the information of the management and in particular for that member of the works' personnel who is to be given the responsibility for accident prevention work.

THE ESSENTIALS

The six essentials of a works safety organisation are :

(a) Support of the Management. No safety campaign can be really successful unless the management gives active and sincere support. It is particularly important that the management take steps to convince each departmental manager and foreman of his individual responsibility for safety as an essential part of the efficient running of his department.
