With reference to the test of the above as referred to in your memos JR{Mr James Royce}8/G251113 and Na{Mr Nadin}17/B261113, we give below Mr Hives report:-

"We can do nothing with this stuff. I "should say it is 90% paraffin. The "engine is most difficult to start, it "will not run slowly, it misfires and "there is a trail of blue smoke coming "from the exhaust the whole time, also "there is a most objectionable smell."
