One scheme for supporting the wheel at the back would be -

Luggage rails as EAC.7. modified.
Hinged on back tube supports wheel or luggage carrier.

An aluminium dummy hub is put in the wheel. Shoes can or cannot be used. The part hinged on back tube is swung up and a 'T' headed bolt is put through and tightened. It is possible to imagine a second wheel.

You can screw a bolt into a spherically seated nut, but I fear we shall break the screw in bolts as present 20HP. sooner or later.

You will see the hinge need not be on the tube: it can be above or below, in front of or behind, it can be a straight up strip or inverted V.{VIENNA}

One would be very much surprised to find how effective a small piece of metal would be in this position - i.e. of 'A'.

So far this is only put forward as a suggestion. I hope something better can be found, and perhaps dimensions etc may make a good scheme impossible.
