Oil could be applied at suitable intervals to the usual lubricator or, failing this, the shaft could be drilled from the end.

The pulley could be driven by a flat belt 1 1/2" or 2" wide. A little mud will not do much harm to this.

You might get some more hints from your report 1058/4 page 312, which describes tests on 'D' type wheel arm seals, in which mud and oil were applied.

It is just possible that the lever 'D' will need damping with a shock absorber or a dash pot.
