SUGGESTIONS FOR SAFEGUARDING THE SECRECY OF THE EXPERIMENTAL SHOP.

In order to make it impossible for any unauthorized person to enter the Expl: Dept: we recommend that a barrier with gates to admit cars, is fixed across from the corner of the Electrical Dept: to No.2 Shop. We also recommend a barrier should be fixed from the Expl: Dept: to the boundary fence near the Laboratory. There should also be another barrier between the boundary fence and No.2 Shop. We consider that on the gate used for the Cars to go in and out, there should be a Watchman but on any other entrances there should be a wicket gate with slam locks.

We also require an entrance for cars direct into the Expl: Dept: A convenient place for this gate we suggest would be at the back of No.2 Shop. We do not propose to use this gate regularly but it is necessary to have an entrance so that we could bring any car in and out without taking it down the yard to be observed by everybody. It would not be proposed to have a Watchman at this gate, on the occasional times we should require to use it we could make the necessary arrangements.

We also recommend that the portion of the boundary fence opposite the Expl: Dept: yard should be boarded up so that it will be possible to stand or work on Expl: Cars in the yard without them being seen by any person who passes along the road.

We recommend that responsible Officials should have keys and they should be held responsible for anybody who goes into the Department by the means of their key. For instance, we should say it ought to be permissible for BY.{R.W. Bailey - Chief Engineer} to loan his key to any of his assistants who he wishes to send into the Expl: Dept: to obtain certain information. We also think it should be permissible for any Official possessing a key to bring in with him any of their assistants but it should be laid down very clearly that they are responsible for anybody they bring in.

We consider that the Expl: Dept: workmen should have badges and the only door which they should enter the Expl: Dept: should be the one where the Watchman is stationed. The Watch-man will not have power or be expected to discriminate who should go into the Expl: Dept: He will be instructed to admit only those people who have badges - Officials with keys would admit themselves.

We recommend Lavatory accommodation should be provided inside the Experimental area.
