[illegible] tells me that Mr. Hives is experimenting with the production of the parts by some novel means. This is admirable on the part of Mr. Hives but does not appear to me to be the best procedure.

It is probably time that someone like Mr. Willis had some definite charge of production methods. Whoever it is they should also have the superintendence of fixing the operations and sufficient assistance to enable this to be done.

My impression is that up to the present this has never been carried out well enough, and I have suggested lately, that Mr. Hives should be made responsible for ascertaining the limits of clearance that are permissible in the various parts in addition to the clearance of the pistons, which has always been the duty of the experimental department.

We should also be very pleased if Mr. Hives will make any suggestions he can to facilitate production but these suggestions should be made to the production officer and Mr. Hives be relieved of the responsibility of getting out various special tools which are always required for production. This naturally would always go to the regular department in which they are usually designed, that is, whether they are broaches, reamers, or milling cutters, or tools, they would pass to the specialist who should know most about such tools.
