re. PHANTOM ENGINES.

With reference to HsS/EW23.11.27. I have tried Miss Cooper's car, 61-MC.

I have also had Hs.{Lord Ernest Hives - Chair} and Rm.{William Robotham - Chief Engineer} on this car, and have discussed the matter with Mx.{John H Maddocks - Chief Proving Officer}

The complaint was demonstrated to us by Mr. Trayner, but we certainly are of the opinion that we cannot appreciate this feature is sufficiently pronounced to be the actual complaint from the customer.

We certainly feel, before spending time and money on this job, that it would be well worth while having Bt.{Capt. J. S. Burt - Engineer} on the job with us to make quite sure that we are tackling the actual complaint from the customer, he having been on this car when the complaint was raised, according to the last report in your file.

I submit that the exhaust noise in this car, for instance, is a much more objectionable feature than the engine rumble or knock at 20 m.p.h. referred to.
