The object of my suggestion re. the above was :-
(1) To decrease the risk of steering taking charge by front axle turfing over,
(2) Incidentally, I thought in case of emergency one might over-brake (especially the inexperienced).
So that I wanted a less percentage front braking - say a ratio of 33 to 66%, and less servo help, say 1.75 instead of 2., but the same direct effect on the rear wheels for shunting etc.
It is not quite clear to me what you have done in Sch.3. Apparently you agree to 1., but not 2. I would rig up several cars as you suggest and get FN. and CWB. to approve.
The matter is urgent: there can be no risk, except slightly less total braking. I think the cars will be safer.
I see you have standardisation sheets going: this is good for the longer lever to front braking, thereby reducing it, but do not alter either servo or direct to rear. This can be done later if found desirable.
