Referring to Mr. Hives' first report

I do not think we need alter our policy because of this. It is more or less what we expected. I do not doubt the troubles, but think Hs.{Lord Ernest Hives - Chair} is mistaken in the cause - i.e. that the wind up of the axle puts the brakes on. They are designed to make no change in this respect. We have instructed him however to re-arrange them so as to definitely pull off by deflection. We think this can be arranged so that the front wheel brakes cannot easily be over-operated - see other memo - whereas the back wheel brakes will be arranged to skid the wheels by the 'servo' action, before the pedal reaches the floorboard.
