Standardisation of a scuttle damper scheme, comparing semi-isolation with total isolation.

Summarising the position - we have tried to standardise what we have found experimentally to be the best and simplest scheme. If it is desired to used the scuttle damper in conjunction with a type of semi isolation, there is no objection; we do not think the results will be better than the scheme we propose however.
