With reference to the proposed permanent design of shutter which we have recently received from W.W., we doubt whether it would be wise to start on production of this at all until some sets have been tested. The point we are most concerned about is the fact that although with the present radiators it was proved in France that they could not negotiate certain hills because of the water boiling, on this new design the cooling area of the radiator has been considerably reduced; the matrix is now only 3.5" instead of 4". Also the fact of having the shutters in front will be a certain permanent restriction. We ought, of course, to do everything possible to get this scheme tested at the earliest moment. In the meantime we ought to press W.W. for the design of the shutter used in conjunction with the present standard radiators on the first cars delivered which it is proposed to be operated by the hand control.
