As you know, we have not been altogether successful in producing a satisfactory hand pump, the trouble being, I think I have previously explained, the Control Valves. This is the reason why we have not forwarded you a hand pump for test; I am not able to deal fully with your last two paragraphs, and will raise this question with Mr. Emmott on his return.
