If a safety gap is set so small that it takes care of steady overload then there will be so much leak in the form of brush discharge and occasional sparking that the engine would not run.

All the insulated parts of Watford Magnetos will stand the breakdown potential of the safety gap; the schedule of tests calls specially for a safety gap test at the time of manufacture, but no Magneto will withstand indefinitely its secondary circuit loaded to the potential of the safety gap.
