In order to avoid putting ourselves under any obligation in cases of this sort, it is our usual practice to pay for articles which we ask for, for test purposes. Unfortunately, it appears that in this case we omitted to send an official order for the two air silencers supplied to us. We were under the impression that the correspondence had been satisfactorily closed on this subject; we attach copies of the last three letters and in view of these it is rather difficult to understand the tone of their letter of the 8th Sept.
