I agree with Mr. Bailey's report and proposals. I think we should continue to have plenty of new patents but not continue many beyond the inexpensive stages. Very few of our patents are of much importance outside the object of preventing someone else patenting the things we have schemed and want to make, and therefore stopping us or demanding a good fat royalty.
