Replying to HPS {Horace Percy Smith - Experimental Factory Mgr} 1/VS. {J. Vickers} 9.5.38., the memo to which I was referring was HPS {Horace Percy Smith - Experimental Factory Mgr} /LK. {L. King} 1/VS {J. Vickers} 30.4.38. which was originally addressed to By, By {R.W. Bailey - Chief Engineer} /NS {Norman Scott} and yourself. It is very difficult for By. {R.W. Bailey - Chief Engineer} to make a correct decision on points raised such as these unless he has the full story. For instance, the first item was due to a new type oil being tested.
